The Decision Guidance Document on Tris notes that the Tris(2,3-dibromopropyl) phosphate is considered a possible carcinogen to humans. Absorption via the skin, the main route of entry into the human body, must therefore be prevented.

Expected effect of the final regulatory action in relation to human health:

The effect of withdrawing the registration of Tris(2,3-Dibromopropyl) Phosphate will eliminate the usage of this pesticide in the country, thereby reducing exposure and the adverse effects on the population of South Africa.

Summary of known hazards and risks to the environment:

The Decision Guidance Document on Tris(2,3-Dibromopropyl)Phosphate prepared by the UNEP/FAO for the Secretariat for the Rotterdam Convention on Prior Informed Consent Procedure for Certain hazardous Chemicals and Pesticides in International Trade, indicates that this chemical is relatively persistent to the environment. Slow biodegradation in raw sewage may occur. The LC50 for fish is 1450 g/l (96h, rainbow trout).
According to a 1974 national occupational hazard survey (NIOSH), workers in the telephone communication industry are the category primarily exposed. Tris is widely used in textiles for children's sleepwear. Estimated intake via skin: 9 g/kg b.w./day. Over a six year period, 2-77 mg/kg may be absorbed. Suspected carcinogenic substance, hazardous to the environment.
